Angvik Auto Fortolling was established in the spring of 2016 as an independent customs clearance company within the Angvik Auto group. We are certified for customs declaration in Oslo and for direct customs clearance at various border crossing customs stations. We hold a Class A customs warehouse permit, access to refrigerated storage for warehousing or transloading, and are certified for the same-day settlement scheme. We are also authorized to perform electronic re-calculations in Tvinn.

Angvik Auto Fortolling is located in Skjetten, within the commercial area of the Quality Hotel Olavsgaard, just a short distance from our customs warehouse and right outside Oslo. At the beginning of 2023, we secured all necessary permits for using the Norwegian Customs' new digital notification and information system, Digitoll. We are well underway in adapting our customs clearance operations to the latest standards introduced by the implementation of Digitoll. The goal of Digitoll is to eliminate time-consuming and manual processes for importing goods to the country for the business sector. By April 2025, Digitoll will be mandatorily implemented for all business sector actors.

Import customs clearance

Import customs clearance is the process that ensures goods being imported comply with local laws and regulations. This process includes the assessment of duties and taxes, as well as adherence to import restrictions and trade agreements. Here is a succinct description of what import customs clearance entails:

When goods arrive at a country's border, the importer or an authorized customs broker, like Angvik Auto Customs Clearance, must declare the goods to the customs authorities. This is done by filling out a customs declaration, which typically includes details about the nature, value, and origin of the goods. The customs authorities will then assess whether the goods are permitted for import, calculate and collect the necessary duties and taxes, and subsequently authorize the goods for entry into the country.

During this process, we ensure that all necessary documents are correctly filled out and all relevant procedures are followed to avoid delays and additional costs. Class A Customs Warehouse

Class A customs warehouse (also known as a public customs warehouse) is a facility where importers can store goods without immediately paying customs duties and taxes. This type of warehouse is open to any importer, and the operator is responsible for the goods and for ensuring compliance with customs regulations.

When goods are stored in a Class A customs warehouse, the payment of customs duties and taxes is deferred until the goods are removed from the warehouse for use or sale in Norway. This can economically benefit importers by allowing them to defer expenses and improve their liquidity. The customs warehouse scheme also provides the opportunity to return goods without having to pay customs duties and taxes or to forward them to other countries without clearing the goods through customs in Norway.

Strict rules and procedures govern the operation of a customs warehouse, and customs authorities supervise compliance with the regulations. Transport and logistics companies specializing in the import and customs clearance of goods can use Class A customs warehouses to offer their customers more flexible and cost-effective solutions.

Customs credit

Customs credit is a scheme offered by customs authorities that allows importers, exporters, and other operators to defer the payment of duties and taxes. This arrangement enables businesses to improve their liquidity by not having to pay customs duties immediately at the time of import but instead at a later, predetermined date.

To be eligible for customs credit, businesses typically must meet specific requirements and be approved by the customs authorities. This may involve a credit check and other financial assessments to ensure the business can pay the deferred charges. Often, the company must also provide a guarantee or security that can be used to cover any outstanding customs claims.

Daily settlement

Daily settlement is a scheme that allows businesses to accumulate customs and tax obligations over a specific period - typically one day - and then pay the accumulated amount in a single transaction at the end of this period.

In practice, this means an importer or a customs clearance company can clear goods several times throughout the day without making an immediate payment for duties and taxes each time. At the end of the day, the business will receive a consolidated invoice or settlement for all the clearances conducted, and pay this in full.

For same-day settlement, we require payment from our customers on the first business day following clearance. We recommend all our customers to apply for customs credit.

Reassessment

Reassessment is the process of correcting or adjusting the value of goods that have already been cleared through customs. This can occur for various reasons, such as errors in the original customs declaration, incorrect or revised weight of the goods, changes in the value of the goods after customs clearance (for example, due to damage or defects), or changes in the tariff rates or exchange rates used to calculate the duty.

The reassessment process involves the following steps:

  • Identification of errors: A mistake or need for adjustment is discovered after the goods have been cleared.
  • Application for reassessment: The importer or their representative often must submit a formal application for reassessment to the customs authorities, including documentation supporting the need for adjustment.
  • Assessment by customs authorities: The customs authorities will review the application and decide if the reassessment is justified.
  • Customs refund or additional payment: Depending on the outcome of the reassessment, the importer may either receive a refund if too much duty was paid, or be required to pay additional duty if the original amount was insufficient.

Reassessment can be a complex process, as it may require gathering and presenting detailed information about the goods and the transactions they are part of. Importer's Responsibility

Angvik Auto Fortolling, as a professional forwarding partner for our clients, must inform importers that they bear full responsibility for providing accurate and correct documentation.

Consequently, the importer must obtain all necessary information about the shipment to ensure correct customs clearance, regardless of whether they have entered into a customs clearance agreement with a forwarder to carry out the import clearance.

Lack of or incomplete documentation can delay, halt, and provide an incorrect basis for duty calculation.
